Generally it is an old colloquial expression meaning he is the master of all that he does , ie: can turn his hand to anything . The other part of the quotation is “ but master of none “ .Meaning that whilst the person in question , Jack , can turn his hand to most things , he is not really good at any of them .It is a disparaging comment , saying they can do all things , but can’t do any one thing well.
